Yes, Instagram changed their privacy settings in a new update that now allows someone you follow to block you from their Instagram story. But, it is important to note that while you may be blocked from their story feed you may still be able to see all of their regular photo posts.

This is similar to how on Facebook when you're creating a post, you can select to hide someone from your posts in the posting drop down settings on your Facebook wall and enter their name under the "friends except" option.
